About Aviation Concepts LLC
The Tech Center Guam Is a Wholly Owned Subsidiary of Aviation Concepts LLC.
Aviation Concepts LLC was established on Guam in 2001 for the purpose of providing aircraft management, maintenance and FBO services in its current hangar location at Guam International Airport. Establishing an FAA approved Part 135, with worldwide approval, was accomplished in 2003, utilizing a Boeing Business Jet, which was a first for this particular aircraft in Asia.
Specializing in long range business jets Aviation Concepts managed Boeings, Gulfstreams, Falcons and Bombardier aircraft over the ensuing years.
Continuing to grow and diversify over the years, Aviation Concepts LLC established an Airline Dispatch Center located in Manila Philippines in 2005 providing airline industry and services including dispatch, flight crew rostering, lost luggage, accounting and flight data analysis. This company, now called Global Virtuoso, dispatches over 350 flights daily. (www.globalvirtuoso.com)
Carejet Assist, a medical assistance provider for Insurance companies was added to Global Virtuso’s repertoire of services in 2012. Carejet also provides emergency evacuation, air ambulance and corporate healthcare related services. (www.carejet.com)
Aviation Concepts LLC and Global Virtuoso provides interrelated aviation, accounting and medical services in a synergistic fashion that provides a unique capability within the industry.
Having spent a lifetime in aviation, Terry established his first Part 135 Charter Company, Western Executive Air, in 1980, operating and managing piston aircraft , turboprops and jets, ultimately managing 23 aircraft in Newport Beach, Burbank and Bakersfield California.
Western Executive Air provided charters and aircraft management to Hollywood and Corporate entities alike, including the sole provider for aircraft to Toyota Motors Sales USA. Ultimately Terry headed up worldwide flight operations for Toyota Motors Corporation in Japan, as well as the U.S.A. establishing one of the foremost flight departments and a pioneer in operating business aircraft globally.
Terry was the first employee at the Toyota established FBO, Airflite, and was a key person involved in the development of that award winning facility.
Terry was also one of the two founders of Aerospace Concepts, a Montreal and Newport Beach, California acquisition consulting and interior completion management firm.
In 2001, Aviation Concepts was established on Guam providing FBO, Charter, Management and Maintenance Services.
Terry remains the CEO of Aviation Concepts LLC and Tech Center Guam.
Art is an experienced aviation department manager, longtime corporate pilot and passionate advocate, participant and follower of the unmanned world. His twenty six years of experience in business aviation sector helped to formulate his vision to develop risk management and compliance products in fledgling UAS operations.
With deep experience in the FAA Part 135 aircraft charter world Art has been instrumental in building and managing large and well known flight departments in his capacity as either Chief Pilot, Director of Operations or Accountable Executive. He is considered to be a subject matter expert in regulatory and compliance issues and has spent years working with the FAA and global regulatory authorities.
At this stage in his professional career Art’s focus is in the growth and development of unmanned services and products and not only with UAS, but autonomous vehicles and robotics. Giving his best effort to leave a positive and lasting legacy in the unmanned world is a priority and through his experience, relationships and deep network has great confidence that he will succeed. Through innovation, “out of the box” thinking, and working relationships with like-minded people and organizations, the goal is to be recognized as an industry leader in the UAS marketplace and a positive force for promotion of the industry.
Dr. Anthony Decoste, FICD, AvMP
Anthony is the President & CEO of Global Virtuoso (a Philippine-based sister company of Tech Center Guam) and he sits on the advisory board of Tech Center Guam.
He has over 16 years of management experience in aviation operations, outsourcing, hospitality, and human resources. He has setup and overseen flight dispatch, aircraft load control, crew roster management, and baggage tracing and claims operations for commercial airlines, in addition to having managed aircraft scheduling for corporate flight departments and charter management companies.
Having lived and worked in North America, Europe, the Middle East, Guam, and the Pacific-Rim, Anthony has developed extensive experience in startups and workforce development in emerging markets. Anthony earned a Doctor of Business Administration degree from De La Salle University and was a graduate of the inaugural cohort of the University of Guam’s professional Master of Business Administration program.
He is certified by the International Air Transport Association as an Aviation Management Professional and he is a Fellow of the Institute of Corporate Directors in the Philippines. Anthony maintains strong ties with the Guam community and provides technical advisory services for Tech Center Guam’s academic programs.
As a scholar-practitioner, Anthony maintains an active program of research in the area of organizational behavior and he teaches PhD and master’s degree students in Industrial and Organizational Psychology on a part-time basis.
Chief Financial Officer
Joyce has 18 years of experience in accounting and financial management and she is the Chief Financial Officer of Tech Center Guam.
She joined the group in 2015 and has managed the statutory accounts of its affiliates in Guam, Hong Kong, Manila and Subic Bay. Joyce oversees end-to-end accounting services, including payroll, budgeting, treasury controls, fund management, financial accounting, and management accounting.
In addition, she oversees contract and risk management, mergers & acquisitions, audit (statutory and due diligence), labor relations, information security compliance, and investor and client relations. Previously, Joyce was Director of Finance for City of Dreams Manila, one of the Philippines’ largest integrated resorts and casino complexes. She played an integral role in rolling out the US$1.3B investment and played a key role throughout the construction, preopening, and go-live phases. Her previous roles include five years in Singapore as Group Management Accountant and Financial Controller for the headquarters and Asia-Pacific hubs of major global organizations, Consistel and Atos, where she managed the accounts of mlutiple territories including as Singapore, Hong Kong, Philippines, Malaysia, Vietnam, Bangladesh, Pakistan and India. She worked as an external auditor in Deloitte in her earlier years.
Joyce has a Bachelors’ degree in Accounting and is a Certified Public Accountant in the Philippines.
